Japan enacts bill to allow use of smartphones under some circumstances in self-driving cars

According to the article written by JIJI, May 29, 2019, The Japan Times, the bill to amend the road traffic law passed the House of Representatives.

The law will allow drivers to talk on their mobile phones, look for long periods of time at televisions or other devices, eating, and reading when they are in level 3 situation defined in the law. The level 3 situation includes a traffic jam on an express way.

However, it will prohibit people from drinking alcohol as there is a possibility that they have to drive their vehicles manually.

 

Recently, a large number of traffic accidents take place in Japan. The progress of self-driving cars’ technology is pleasurable for me in terms of the driving skill of AI may be better than humanity. However, there is an issue to discuss: If some accidents with self-driving cars happen, who will take the responsibility?

    In former class, I participated in the discussion about this. Still, I thought about the question here, “If some accidents with self-driving car happen, who will take the responsibility?” I wanted to accept self-driving car, at first. The reason is that it reduces the number of the car accidents. The factor to reach this idea may be that I just want to avoid my critical responsibility.
