Many People Are Struggling to Repay Loans after Great East Japan Earthquake

This article says many residents in Iwate, Miyagi, and Fukushima are struggling to repay emergency relief loans. These three prefectures are hardest hit by Great East Japan Earthquake. In these prefectures, a total of ¥49.6 billion in public funds are disbursed for low-income families to borrow up to ¥3.5 million each. Damages and about 28,000 cases resulted from the disaster are covered by that. According to the department in charge of the relief loan program, elderly people and college students are included in people who are in difficulty to pay back the loans. Authorities can’t reach some borrowers. A 76 years old woman said the amount of money borrowed was not enough to repair her house, so she also borrowed ¥1.7 million. Moreover, her husband unable to work because of illness, so she failed to meet the deadlines. What do you think of this?
