Osaka city announced the new system of the livelihood protection. The number of the people who has livelihood protection in Osaka city is most in Japan. The number is about 150 thousands people.

From next Feburary, Osaka city will pay livelihood protection by prepaid-card. This is the first challenge in Japan. The purpose of this is to prevent the waste of money.

This model is started by 2000 people who arrowed to do it. From in 2016, Osaka city want to use this system. Osaka city will cooperate with Sumitomo Mitsui Card Company. People who live on welfare borrow the card and charge thirty thousands yen per one month, and they can use like as a credit card.

The advantage of this plan is that Osaka city can guide recipients easier. The city can refer the recipients’ way to spend money. When they spend on gambling, the city will point out, and persuade not to use these ways.

However, enforcing to take this project need to change the law of livelihood protection. So taking this plan need the addmittion of the recipients. It is not crealy how many people accept this system, so how success it is also dim.

I think the system is progrssive. It is good for people who want to improve their way to spend money, but for people who don’t think reform their life style, it is not effective. The way to spend livelihood protectin is one of the serious problems of that, but this system will be the one step to solve it, I think.
