CTBTO revealed that they had been requesting China setting those facilities for last ten years; surprisingly they turned active posture recently. Moreover, Nuclear Test Ban Treaty stipulates to set 377 observation facilities, and 288 are already installed in the world. Under the circumstances, even North Korea has announced that they have success to create more sophisticated ICBM.
